Apparently the purpose of state education systems is to desensitize children so that they accept "fines" without question?

Who pays these "tickets"? What moron dreamed up this scheme? At what point does the school district turn to creating "offenses" in order to generate revenue to cover shortfalls for the costs of education that they weren't giving the students to begin with?
